摘要
本文利用我国30个省市2008-2017年的省级面板数据,实证研究进出口贸易结构升级、环境规制对我国不同区域绿色技术创新的影响。主要结论有:(1)环境规制始终正向影响我国不同区域的绿色技术创新,支持了"波特假说"。(2)就全国层面而言,贸易结构升级对绿色技术创新并无显著影响;但分地区来看,贸易结构升级对绿色技术创新的影响存在明显的区域差异。(3)考虑贸易结构升级与环境规制的交互作用后,进口贸易结构升级促进全国层面的绿色技术创新,而出口贸易结构升级却具有抑制作用。地区层面,与环境规制结合后,只有出口贸易结构升级对东部地区绿色技术创新表现出促进作用。因此应以联动性视角看待我国正在进行的贸易结构升级与环境规制政策调整,以便充分发挥两者对提升我国绿色技术创新能力的协同作用。
This paper uses the provincial panel data of 30 provinces and cities in China from 2008 to 2017 to empirically study the impact of upgrading the import and export trade structure and environmental regulations on green technology innovation in different regions of China.The main conclusions are following:(1)environmental regulations have positively affected on green technology innovation in different regions of China,supporting the"Porter Hypothesis".(2)at the national level,the upgrading of the trade structure has no significant impact on green technology innovation;there are regional differences in the impact of upgrading the trade structure on green technological innovation.(3)After considering the interaction between the upgrading of the trade structure and environmental regulations,the upgrade of the import trade structure has promoted the nation’s green technological innovation,while the upgrade of the export trade structure has shown a significant inhibitory effect.At the regional level,after combining with environmental regulations,only the upgrading of export trade structure has shown a significant promotion of green technological innovation in the eastern region.Therefore,we should view China’s ongoing trade structure upgrade and environmental regulatory policy adjustment from a linkage perspective,so that they can provide synergistic effects on improving China’s green technology innovation.
