摘要
高新区是加速产业升级、推动区域经济发展的重要创新载体.运用数据包络分析(DEA)方法,对中部六省国家级高新技术产业开发区创新效率进行分析.研究结果表明,中部六省国家级高新区整体的综合效率较低,仅三分之一的高新区综合效率为DEA运行有效;各省间国家级高新区创新效率存在较明显的省域差异,各省内部高新区之间发展也较不均衡;对于DEA无效的高新区,R&D人员全时当量、R&D经费内部支出、出口总额与技术收入对创新效率影响较为显著.建议从打造代表性高新区、提高自主创新能力、优化运行机制等方面采取相应措施,提高中部地区国家级高新区创新效率.
High-tech zones are important carriers for accelerating industrial upgrading and promoting regional economic development.Data envelopment analysis(DEA)is used to analyze the innovation efficiency of state-level high-tech industrial development zones in six provinces of central China.The results show that the overall comprehensive efficiency of the state-level high-tech zones in six provinces of central China is low,and only one third of the hightech zones are efficient for DEA operation.There are obvious provincial differences in innovation efficiency of statelevel high-tech zones between provinces,and the development of high-tech zones within various provinces is not balanced.For high-tech zones with ineffective DEA,the full-time equivalence of R&D personnel,internal expenditures of R&D funds,total export and technology income have significant effects on innovation efficiency.It is suggested that corresponding measures should be taken to improve the innovation efficiency of state-level high-tech zones in six provinces of central China from the aspects of establishing representative high-tech zones,improving the ability of independent innovation and optimizing the operation mechanism.
