摘要
上海要着力构筑"工匠之城",其内涵应包含集聚工匠人才、弘扬工匠精神、传播工匠文化、传承工匠技艺、提升工匠技能、展示工匠产品、发展工匠产业七个方面。现阶段上海建设"工匠之城"面临着技能人才层次结构失衡、技能人才培养培训体制存在缺陷、技能人才开发机制不完善等问题。构筑"工匠之城"应加强职业教育体系建设,充分发挥好行业企业、职业院校等各方教育培训资源力量;全面实施企业新型学徒制,大力推进青年见习、技师继续培训等计划;完善职工职业技能竞赛体系,为更多优秀技能人才脱颖而出提供广阔的平台;鼓励企业创建技能大师工作室、首席技师工作室,培育一批有影响力的工匠大师并充分发挥其引领作用;建造上海工匠精神展示馆,打造面向大众的工匠精神传播公共平台;建立上海杰出技能人才评选奖励制度,有效激励技能人才。
Shanghai should strive to build a"City of Craftsmen",which should include the following seven aspects:gathering craftsmen,promoting craftsman spirit,spreading craftsman culture,inheriting craftsman skills,improving craftsman skills,displaying craftsman products and developing craftsman industry.At present,the construction of the"City of Craftsmen"in Shanghai is facing the problems that,the level structures of skilled talents are unbalanced,there are defects in the skilled talent cultivation and training system,the development mechanism of skilled talents needs to be further innovated.In order to build the"City of Craftsmen",we should strengthen the construction of vocational education system,and give full play to the educational and training resources of industrial enterprises,vocational colleges,social training institutions,etc.;fully implement the new apprenticeship system of enterprises,and vigorously promote the plans such as internship of young people and continuous training of technicians;improve the vocational skill competition system of employees,and provide a broad platform for more excellent skilled talents to stand out;encourage enterprises to create skill master studios and chief technician studios,cultivate a group of influential master craftsmen and give full play to their leading role;construct Shanghai craftsman spirit exhibition hall to create a public platform for disseminating the craftsman spirit to the public;establish Shanghai outstanding skilled talent selection and awarding system to effectively motivate skilled talents.
