摘要
作为我国科技创新的重要源泉,高校科技创新成果的商品化可提高社会生产力,对促进我国经济可持续发展具有重要意义。尽管近年来国内高校的专利申请数量急剧增加,但专利商业化的速度比预期的要低。本研究基于国家知识产权局的统计数据,旨在探讨激励性专利政策是否能有效地提升我国高校的科技创新产出及其商业化水平。在收集信息的基础上首先确定了具体的专利政策,并依据2009—2018年教育部直属64所高校的数据,衡量了激励性专利政策的具体效果。通过研究发现,该政策虽然增加了高校的科技创新产出,但并不激励科技创新成果的商业化。这是因为在一定程度上,政策对高校科技创新商品化的积极性产生了负面效应。短期内注重数量的相应政策可以提高科技创新产出,但从长远来看,将对高校的可持续发展产生负面影响。
As an important source of scientific and technological innovation in China,the commer cialization of scientific and technological achievements in colleges and universities can improve the productivity,which is of great significance to the promotion of China’s sustainable economic development.Despite the quantity of patent applications from Chinese colleges and universities has increased dramatically in recent years,the rate of patent commercialization is somewhat low er than what we expected.Based on the statistical data from the State Intellectual Property Of fice,this study aims to examine whether incentive patent policy can effectively enhance the sci entific and technological innovation outputs and their commercialization levels of colleges and universities in China.We first determined the specific patent policy based on the information collection and then measured the specific effect of incentive patent policy by using the data of 64 colleges and universities directly under the Ministry of Education from 2009 to 2018.Through the research,we found that although the policy had increased the scientific and techno logical innovation output of colleges and universities,it had no effect on their commercialization.This is because,to a certain extent,the policy has a negative impact on the enthusiasm of colleg es’and universities’innovation commercialization.In a short term,the policies focusing on the quantity can improve the innovation output of science and technology,but in a long run,it will have a negative impact on the sustainable development of colleges and univesities.
