摘要
调研表明,大多数领导干部都能充分认识公共政策评估的重要价值。但事实上,很多领导干部对公共政策评估仍然缺乏足够了解,公共政策评估开展的状况也不容乐观,存在"评估内容偏重政策实施的结果或效果,对政策制定、政策执行评估较少""评估主体过少""评估常常流于形式,缺乏实效""评估主体缺乏独立性""评估方法偏于定性"和"评估指标过于关注经济发展"等问题。为了解决这些问题,需要构建科学的评估指标体系,提高重视程度,完善评估结果的运用机制,推进公共政策评估法制化,创新评估方式方法,推进评估主体多元化,加强公共政策评估研究与宣传。
The survey shows that most leading cadres can fully realize the important value of public policy evaluation.However,many leading cadres still lack enough understanding of public policy evaluation,and the status of public policy evaluation is not optimistic.There are some problems such as "the evaluation content focuses on the result or effect of policy implementation,and the evaluation on policy formulation and implementation is less" "the evaluation subjects are too few" "the evaluation is often formalistic and lacks actual effect" "the evaluation subjects lack independence" "the evaluation method is more qualitative" and "the evaluation indicators focus too much on economic development".In order to solve these problems,it is necessary to "build a scientific evaluation index system" "raise the level of attention" "improve the application mechanism of evaluation results" "advance the legalization of public policy evaluation" "innovate evaluation methods" "advance the evaluation subjects’ diversification " and "strengthening public policy evaluation research and publicity ".
