摘要
2017年初,中央一号文件指出要深入推进农业供给侧改革,培育农业农村发展新动能,国家在粮食生产政策上有了新的部署。东北地区实行了八年之久的玉米临时收储也调整为“市场定价、价补分离”的新政策,宣告农业供给侧结构性改革政策逐步落地。作为农业大国,中国的粮食政策关乎亿万农民的生计问题。吉林省是重要的农业大省和商品粮生产基地,研究国家粮食政策对农民收入的影响,有助于落实农业供给侧结构性改革政策、提高吉林省农民收入水平。文章阐述了吉林省的农业种植结构,分析了国家粮食政策对吉林省农民收入的影响,提出了增加农民收入的对策与建议。
In early 2017,the Central Committee's No.1 Document pointed out that the state should further promote agricultural supply-side reform and foster new agricultural and rural driving forces.The state has made new arrangements on agricultural grain production policies.The eight-year-old temporarymaize harvest and storage system in northeast China has also been adjusted to the new policy of"market pricing and price compensation separation",which declares that the policy of agricultural supply-side structural reform has gradually come to fruition.As an agricultural power,China's national grain policy has a bearing on the livelihood of hundreds of millions of farmers.Jilin Province is an important agricultural province and commodity grain production base in China,and studying the impact of the national grain policy on farmers'income is helpful for implement the agricultural supply-side structural reform policy and improve the income level of farmers in Jilin Province.By expounding the agricultural planting structure of Jilin Province,this paper analyzes the impact of national grain policy on farmers income in Jilin Province,and puts forward some countermeasures and suggestions for increasing farmers income.
