摘要
推动苏北农村集中居住是乡村振兴战略背景下江苏省委省政府改善农村整体居住环境的重要举措,政策接受度很大程度上决定该项政策成败。引入风险感知的理论视角,构建风险感知、风险沟通(包括单向沟通和双向沟通)、信任(政府信任和专家信任)与农村集中居住政策接受度的关系模型,依托徐州市铜山区下辖乡镇的调查数据进行验证分析发现:风险沟通与苏北农户集中居住政策接受度之间存在显著的正向影响;在风险沟通与集中居住政策接受度、信任与政策接受度的作用关系链条中,风险感知要素均存在部分的中介效应。政府应重视农民对于集中居住政策隐性风险感知,构筑相关利益主体信任,强化有效多元沟通以降低政策实施阻力。
Promoting farmers'centralized residence in northern Jiangsu province is an important measure taken by the government to improve overall living environment in rural areas under the background of strategy of rural revitalization,and acceptance of the policy largely determines success or failure of the policy implementation.From the angle of risk perception,this paper builds a model between risk perception,risk communication(including one-way communication and two-way communication),trust(including government trust and expert trust)and the acceptance of centralized housing policy in northern Jiangsu province.The model is validated and analyzed with the survey data of villages and towns in Tongshan District of Xuzhou City.The results show that risk communication has a significant positive impact on the acceptance of rural centralized housing policy in northern Jiangsu province.In the chain of risk communication and acceptance of centralized housing,trust and policy acceptance,risk perception has a partial mediating effect.On this basis,the paper holds that it is vital to attach importance to farmers'risk perception of centralized housing policy,strengthen the trust of stakeholders and effective communication to reduce the resistance of centralized residence implementation.
