摘要
文章梳理了构筑“雄安质量”的十大绿色元素,提出推动金融创新是建设绿色雄安的战略选择,实证分析了绿色金融对雄安新区现有产业的影响。结果表明:绿色金融对雄安新区GDP的发展具有正向的影响,但对其现有产业结构影响不显著。文章创新性地提出了构建“雄安质量”的绿色金融“11223”创新路径,即制定一项战略(雄安新区“绿色金融改革示范区”发展战略);建立一套标准(具有中国特色的雄安新区绿色金融标准);发展两类产业(实现雄安新区现有产业的转型升级和绿色产业的培育发展);构建两大平台(雄安新区绿色金融信息共享发布服务平台和绿色金融风险模拟平台);优化三种工具(创新绿色信贷、发展绿色保险、发行绿色债券等绿色金融工具与产品)。
This paper introduces ten“green”elements about high-quality development of Xiongan New Area and puts forward that promoting financial innovation is the strategic choice for green development in xiongan New Area.By utilizing empirical analysis of the impact of green finance on the existing industries in Xiongan New Area,it is shown that green finance has a positive impact on the development of GDP in Xiongan New Area,but has no significant impact on the existing industrial structure.Therefore an innovative path for Xiongan Green Finance is put foward inventively,which is named“11223”.The first“1”means to work out a tactic for establishing green finance reform pilot zone in Xiongan New Area;The second“1”means to formulate a set of green financial standards with Chinese characteristics;The first“2”means to develop two kinds of industries,namely,to realize the transformation and upgrading of existing industries and cultivate green industries in Xiongan New Area;The second“2”means to construct two platforms,namely,the green financial information sharing and publishing service platform and the green financial risk simulation platform;The“3”means to optimize three tools,namely,innovative green credit,green insurance,green bonds and other green financial service and products.
