摘要
构建现代环境治理体系是推进国家治理体系和治理能力现代化的重要一环,具有基础和保障性作用。推动公众参与生态环境治理,有利于维护公民环境权益、创新生态治理机制、提升生态治理能力、推动实现生态民主。推进生态环境治理体系和治理能力现代化可依靠的公众主体主要包括公民、法人和其他组织等,其中,人民团体、绿色团体以及志愿者组织等都是可以重点依靠的对象。当前,由于公众参与生态环境治理的参与机制、法律环境以及参与能力等尚不成熟,导致公众参与生态环境治理尚面临一定的困境。因此,需要坚持党委领导、政府负责、社会协同、广泛参与的一般性原则,通过加强宣传动员、促进信息公开、畅通诉求表达、完善法律保障以及加大能力扶持等途径,大力构建现代环境治理体系,促进公众依法有效参与生态环境治理,共建共享生态文明,从而推进生态环境治理体系和治理能力现代化。
Building a modern environmental governance system is an important part of advancing the modernization of the national governance system and governance capabilities,and it has a foundational and supportive role.Promoting public participation in ecological environment governance is conducive to safeguarding citizens'environmental rights,innovating ecological governance mechanisms,enhancing ecological governance capabilities,and promoting ecological democracy.The main public bodies that can be relied upon to promote the modernization of the ecological environment governance system and governance capacity include citizens,legal persons,and other organizations.Among them,people's groups,green groups,and volunteer organizations can all be relied on.At present,due to the immaturity of the public participation mechanism,legal environment,and participation capacity in ecological environment governance,public participation in ecological environment governance is still facing certain difficulties.Therefore,we need to adhere to the general principles of party committee leadership,government accountability,social coordination,and broad participation.We must vigorously build a modern environmental governance system by strengthening publicity and mobilization,promoting information disclosure,smoothing the expression of appeals,improving legal guarantees,and increasing capacity support.Promote the effective participation of the public in ecological environment governance in accordance with the law,and jointly build and share an ecological civilization,thereby promoting the modernization of the ecological environment governance system and governance capacity.
