摘要
近年来,随着中国经济的快速发展和工业化进程的加快,工业生产皮革制造排放大量污染物到空气和河流中,污染对人体健康、生态环境和城市可持续发展影响重大。京津冀城市群是中国雾霾较为严重的区域,大气污染呈现复合型和区域性特征,区域之间相互影响,污染物输送密切。随着社会经济的发展,水资源的消耗量不断增加,无论是生活、农业、工业还是第三产业,皆对水资源的需求越来越大。而沧州市抵触河北省东南部,受气候、地理、地形影响,降水量少,气候干燥,属于极度缺水地区。在水资源紧缺的情况下,地表水资源主要用于农田灌溉使用,同时为保障农业及各方面用水需要,通过建造建造闸坝对尚有水资源进行拦截,造成下游水位逐渐降低,常常出现断流问题。与此同时,工业企业污水超标排放也使得水体遭到污染,也严重污染了生态环境,价值农村环境综合整治滞后,农业面源污染问题严重,上游来水水质差等问题,都威胁着河流生态环境的安全,使其自净能力逐渐丧失。
in recent years,with the rapid development of China’s economy and the acceleration of the industrialization process,a large number of pollutants are discharged into the air and rivers from industrial leather manufacturing,which has a significant impact on human health,ecological environment and sustainable development of the city.Beijing Tianjin Hebei Urban Agglomeration is a region with serious haze in China.The air pollution shows the characteristics of compound and regional.The regional interaction and pollutant transportation are close.With the development of social economy,the consumption of water resources is increasing.Whether in life,agriculture,industry or the third industry,the demand for water resources is increasing.However,Cangzhou city is in conflict with the southeast of Hebei Province.Affected by the climate,geography and topography,it has little precipitation and dry climate,so it belongs to the area of extreme water shortage.In the case of water shortage,surface water resources are mainly used for farmland irrigation.At the same time,in order to meet the needs of agriculture and all aspects of water use,the remaining water resources are intercepted by building gates and dams,resulting in the gradual lowering of the downstream water level,which often leads to the problem of cut-off.At the same time,the excessive discharge of industrial enterprises’sewage also causes the water body to be polluted,and also seriously pollutes the ecological environment.The comprehensive treatment of the value rural environment lags behind,the agricultural non-point source pollution is serious,and the water quality of the upstream water is poor,all of which threaten the safety of the river ecological environment and gradually lose its self purification ability.
