摘要
组建自然资源部,统筹管理全民所有自然资源资产所有者职责以及国土空间用途管制和生态保护修复职责,其目的是为生态文明建设提供体制机制保障。"两统一"职责不仅让自然资源部,而且也让我国的自然资源管理工作进入一个新的历史方位。在新的形势下,我国的自然资源管理工作应当紧扣经济社会发展主要矛盾的变化,加强全民所有自然资源资产的运筹管理,加强国土空间的整体谋划和用途管制,为新时代经济、政治、文化、社会、生态文明"五位一体"的中国特色社会主义建设提供支撑。
The ministry of natural resources,an agency served as a crucial guardian for the construction of ecological civilization,was established to unify the owner’s responsibilities for state-owned natural resources assets with other related duties for territorial space use control and ecological protection and restoration.The management of natural resources should be orientated according to the "two unification" policy collaboratively.The work of the ministry of natural resources must follow the changes in the principal contradiction of economic and social development,adhere to the people-centered value pursuit,and explore the primary strategy of economic,political,cultural,social,and ecological civilization construction.Through managing the national natural resources and overall planning of ecological territorial space,we are determined to provide reliability for the "five-in-one" construction of socialism with Chinese characteristics.
