摘要
从技术和管理的双向视角出发,对文件档案管理部门是否应当及如何应对可能到来的区块链应用大潮进行了探讨。首先对区块链技术在文件档案管理中的定位、相关技术及适用场景进行重新认识,并在梳理识别区块链系统、数据、文件的基础上对区块链技术环境下文件的档案化管理(归档管理和移交接收)进行辩证分析。其次,通过国内外案例归纳,得出"应用现有区块链技术框架"和"开展档案适应性技术研发"两种文件档案部门主动应用区块链的思路。最后,初步判断文件档案管理部门对区块链技术的应用将经历逐步接受、深入发掘、施加影响、成为基于区块链的社会治理体系重要成员的发展过程。
From the bidirectional perspective of technology and management,this paper discusses whether and how the records and archives management department should respond to the coming tide of blockchain applications.Firstly,the authors reconsider the functionality,related technologies and application scenarios of blockchain technology,and analyze the management and preservation of records created and stored in the blockchain technology environment on the basis of reviewing and identifying blockchain systems,data and records.Secondly,two approaches have been proposed for the active application of blockchain through domestic and international cases studies,which are "applying the existing technology"and "conducting adaptive technologies research." At last the authors forecast that the records and archives management departments will experience a development process from gradually accepting blockchain technology,in-depth exploration of the technology,exerting influence on the development of blockchain technology,and becoming an important member of the social governance system based on blockchain.
