摘要
PPP模式在美丽乡村建设中的应用一定程度上突破了乡村建设的瓶颈,但美丽乡村PPP项目建设周期长,运作复杂,伴随很多不确定因素,而项目决策阶段风险管理对全局的开展有着决定性影响。为实现美丽乡村PPP项目的成功决策,以江西省景德镇市乐平市磻溪河美丽乡村田园综合体PPP项目为例,深入分析美丽乡村PPP项目决策阶段风险因子,利用层次分析法量化风险,得出风险相对重要性排名,最后提出针对性管理建议。
The application of PPP mode in the construction of beautiful village has broken through the bottleneck of rural construction to a certain extent.However,the beautiful village PPP project has a long construction period and complicated operation,accompanied by many uncertain factors,and the risk management of the project decision-making stage has a decisive impact on.the overall development.In order to realize the successful decision-making of the beautiful village PPP project,we take the PPP project of the beautiful rural garden complex of Panxi River in Leping City,Jiangxi Province as an example to analyze deeply the risk factors of the decision-making stage of the beautiful rural PPP project.We quantify the risks by using the analytic hierarchy process to obtain the relative importance ranking of the risks,and finally put forward targeted management recommendations.
