摘要
高速公路布线选择向社会大众征询时,参议者的视角不同,提出的建议千差万别。讨论平台可能有攻击与诋毁言论出现。政府有包容之度,老百姓的意见不被采纳也应坦然以对。人们有理由相信政府能够综合更多的智慧选出最优的布线。西江平南县域内的袁崇焕故里是西江上的一个重要文化结点,历史为此刻画了一道很深的文化痕迹,值得文化旅游者驻足深入研究。全州(湘桂界)至容县(粤桂界)公路平至容县段正好经过这个结点,该工程2019年9月正式进入环境影响评价公示阶段。该文从学理的角度分析该工程与政府的契合度。结论是:(1)政府已经间接承认广西的第二个核电项目选址有误,放弃拟建的平南核电厂,前期建设进厂专用路改为用民生工程;(2)地方政府财力不足以建设跨江大桥,作为多年招商项目不切实际;(三)南北白马村共建历史名人袁崇焕故里旅游区。
When highway cabling is selected for consultation with the general public,the proposals from different perspectives of the senators vary greatly.There may be attacks and slurs on the discussion platform.The government is inclusive,and people should be open to the idea of not being heard.There is reason to believe that the government will be able to synthesize more wisdom to select the best cabling.The hometown of YUAN Chong-huan in Pingnan County area of Xijiang River is an important cultural node.The history depicts a very deep cultural trace for this,which is worth cultural tourists to stop and study in depth.In September 2019,the project officially entered the public environmental impact assessment stage.The highway from Quanzhou(Xianggui jie)to Rong County(Yuegui jie)passes through this junction from Ping to Rong County.This paper analyzes the degree of agreement between the project and the government from the angle of theory.The conclusions are as follows:(1)the government has indirectly admitted that the location of the second nuclear power project in Guangxi was wrong,abandoned the proposed Pingnan County nuclear power plant and replaced the special access road with a livelihood project;(2)The financial resources of the local government are insufficient to build the bridge across the river,as a multi-year investment project impractical;(3)North and South Hakuba jointly build the historical celebrity Yuan Chonghuan hometown tourist area.
