摘要
当前学术界描述了廉洁政府的两种形态,即没有腐败或低程度腐败的形态和有廉洁行为的形态,认为反腐败和廉洁行为培育是廉洁政府建设的两个主要策略。回顾历史,建设廉洁政府历来都是受到了党的建设的推动,意识形态引导、惩治性反腐、制度性反腐是我们党反腐倡廉实践的三个主要模式,对新时代全面建设廉洁政府具有极其重要的借鉴价值。新时代建设廉洁政府,必须将全面从严治党贯彻其中,在理论上将全面建设廉洁政府作为重要历史任务,在实践上实现反腐败策略与廉洁建设策略的整合。
Two descriptions are given to integrity government within the academic circle:the corruption-free or low-corruption form,and the form in which integrity exists.Anti-corruption strategies and integrity-nurturing strategies are the ones to which academicians are devoting their efforts.It can be found in history that the construction of integrity government is always promoted by Party construction,guidance of ideology,anti-corruption in punishment,and systematic anti-corruption efforts being the three major modes in practice,all of vital importance for the comprehensive construction of integrity government in the new era.For the construction of integrity government in the new era,it is a must to have comprehensive and strict administration of the Party implemented in it,theoretically taking it as an important historical mission,and in practice integrate anti-corruption strategies with integrity construction strategies.
