摘要
基于2013—2017年中国30个省级行政区面板数据,采用双重差分模型分析绿色金融政策对能源强度的影响,评估绿色金融试点的政策效应,并进一步考察绿色金融发挥作用的中介效应。研究结果表明:绿色金融试点政策有效地降低了单位GDP的能源消耗,政策效应显著,多种方法的稳健性检验显示估计结果具有稳定性;现阶段,绿色金融试点政策主要通过工业产业绿色转型中介效应影响能源强度,创新能力和产业结构优化中介效应短期内尚不明显。因此,应扩大试点范围,进一步提升地方绿色金融实践能力,积极引导绿色资金支持能源技术创新,加快工业绿色转型,聚合社会力量共同推动经济绿色发展。
Based on the panel data of 30 provincial-level administrative regions from 2013 to 2017,this paper uses the difference-in-difference(DID)model to analyze the impact of green financial policies on the energy intensity,evaluate the policy effects,and further examine the mediating effects of green finance.It is found that green finance policy effectively reduces the energy consumption per unit of GDP and the policy effect is significant.The robustness tests in multi methods show that the estimated results are stable;at this stage the green finance pilot policy mainly affects energy intensity through the intermediary effect of green transformation of the industrial industry.The mediating effect of innovation and industrial structure optimization is not obvious in the short term.Therefore,the scope of the pilot should be expanded to further enhance local green finance practice capabilities.And we should actively guide the green funds to support the technological innovation of energy aiming to strengthen the green transformation of industry and aggregate social power to promote green economic development.
