摘要
新中国成立以来,中国共产党改善民生的基本经验是:科学认识民生问题的内在规律,通过大力发展经济为改善民生奠定物质基础,以统筹兼顾为改善民生的根本方法,以公平正义为改善民生的基本原则,以制度建设、法治建设为改善民生的重要保障。这些基本经验启示我们:要坚持党是改善民生的根本依靠并充分发挥政府的主导作用和人民群众的主体作用,坚持发展经济、深化改革以不断厚植改善民生的动力基础,坚持把统筹兼顾与公平正义相结合以不断构建改善民生的新格局,坚持推进民生制度化、法治化以实现持续健康发展。这些经验与启示对于新时代进一步把党的初心使命转化为改善民生的伟大实践具有重要意义。
Over the past 70 years since the founding of the People’s Republic of China in 1949,the Communist Party of China( CPC) has gained the following rich experience in improving the Chinese people’s livelihood:The CPC has scientifically recognized the inherent law of the people’s livelihood issues;the CPC has made the economic development as the material foundation for the improvement of people’s livelihood;the CPC has taken overall plans and all factors into consideration as the fundamental method to improve the people’s livelihood;the CPC has taken the basic principles of fairness and justice to improve the people’s livelihood;the CPC has taken the system construction and the rule of law construction as the important guarantee to improve the people’s livelihood. Inspired by all these achievements,we should adhere to the philosophy that the CPC is the fundamental leadership to improve people’s livelihood and full play should be given to the guiding role of the government and the leading role of the people;we should persist in economic development and deepen the reform to lay a solid and dynamic foundation for the improvement of people’s livelihood;we should combine the overall planning and consideration and the fairness and justice to continuously build the new pattern to improve the people’s livelihood;we should adhere to promoting the institutionalization and the rule of law to realize the sustainable and healthy development. These experience and inspirations are of great significance to further transform the CPC’s original aspiration and mission into a great practice of improving people’s livelihood in the new era.
