摘要
文章先建立了中国企业在面对东道国(地区)反倾销措施时选择继续出口或在东道国(地区)投资生产的理论模型,再对中国商务部公布的《境外投资企业(机构)备案结果公开名录》及TTBD的境外对华反倾销措施的微观数据进行整理,构建出2006~2015年中国对29个国家(地区)的11个制造业行业的投资及这些国家(地区)对应行业对华反倾销存量的面板数据,实证分析了贸易摩擦对中国制造业对外直接投资的影响。结果表明,东道国(地区)对华采取反倾销措施整体上会促进中国制造业对东道国(地区)的投资,但这种影响在不同类型的东道国(地区)、不同类型的行业之间存在异质性,营商环境较好的东道国(地区)相较于营商环境较差的东道国(地区)的反倾销措施更容易促进中国企业对其投资,资本密集型行业相较于资源密集型行业和劳动密集型行业的反倾销措施更容易促使中国企业对其投资。
Firstly,this paper constructs a model about Chinese enterprises’ choice of exporting or investing in the host country( or area) when facing the anti-dumping measures. Then,it collates the data of the " List of Enterprises’ Overseas Investment" published by the China’s Ministry of Commerce and TTBD’s GAD database,which sort out the panel data of Chinese investment to 29 countries( or areas) and the stock of anti-dumping measures against China in 11 manufacturing industries from 2006 to 2015. Based on this panel data,this paper empirically analyses the impact of trade friction on China’s OFDI in industry level. The results show that the host country’s( or area) anti-dumping measures against China will promote the Chinese investment in that area in general. But the impact is heterogeneous among different countries( or areas) and industries: Host country( or area) with better business environment is more likely to promote the Chinese investment. Anti-dumping measures in capital-intensive industries are more likely to promote the Chinese investment than resource-intensive industries and labor-intensive industries. Finally,based on the results,this paper puts forward targeted policy recommendations for China.
