摘要
四川省成都市深入贯彻习近平生态文明思想,坚持“节水优先、空间均衡、系统治理、两手发力”十六字治水思路,认真贯彻落实习近平总书记在长江经济带发展座谈会上的讲话精神,积极探索“传统水利”向“生态水利”转型发展,在水资源支撑、水安全保障、水净化提升、水生态修复、水管理创新和水文化建设等方面深入实践,总结了经验和做法,分析了建设生态水利的困难和堵点,并提出了具体的对策建议。
In order to implement the ecological civilization thought of President Xi Jinping and his water governance thinking of prioritizing water conservation,balancing development with spatial distribution of water resources practicing systematic governance and leveraging both government functions and market roles,Chengdu City of Sichuan Province has been engaged in making a transfer from“traditional”to“ecological”approaches in water governance.They have accumulated experiences and good practices in the respects of water resources support,water security and safeguards,water purification improvement,water ecology restoration,water management innovation and water culture building.Based on findings of difficulties and main challenges,specific measures are given to boost ecological water project construction.
