摘要
可持续脱贫的关键在于选择一条符合自身发展的脱贫道路。本文通过对内生性发展理论及重庆市秦巴山区脱贫困境的分析,探索出内生性发展道路是实现秦巴山区可持续脱贫的重要选择。针对目前重庆市秦巴山区自身生产要素和技术人员匮乏,本土人才流失严重,支柱产业薄弱和文化建设发展落后等内生性发展问题,文章提出:一是秦巴山区必须立足于山区的实际生产资料,培育山区发展新动能;二是需要大力培育农协等自治组织,提高村民创新能力;三是必须加强内源性人才培养,建立山区发展人才吸引机制;四是立足自身资源禀赋,促进山区产业发展;五是需要营造良好文化氛围,满足村民精神需求。
The key to sustainable poverty alleviation lies in choosing a poverty alleviation path in line with one’s own development.Based on the analysis of endogenous development theory and poverty alleviation dilemma in Qin Ba mountain area,this paper explores that endogenous development path is an important choice to realize sustainable poverty alleviation in Qin Ba mountain area.In view of the current shortage of production factors and technical personnel,serious brain drain,weak pillar industries and backward cultural construction and development in Qin Ba mountain area and other endogenous development problems,this paper puts forward five suggestions.Firstly,Qin Ba mountain area must be based on the actual production means of the mountain area,and cultivate new driving forces for the development of the mountain area.Secondly,it is necessary to cultivate agricultural associations and other autonomous organizations to improve villagers’ability of innovation.Thirdly,we must strengthen the cultivation of endogenous talents and establish a talent attraction mechanism in mountainous areas.Fourth,we must make full use of resource endowment to promote industrial development in mountainous areas.Finally,a good cultural atmosphere should be created to meet the spiritual needs of villagers.
