南水北调中线水源区生态补偿测算与分配研究 被引量:13

摘要 建立完备的生态补偿机制是确保南水北调中线工程长久有效运行的关键,合理有效地测算生态补偿标准及其分配方式是重中之重。基于水源区2012—2016年土地利用类型变化,采用生态系统服务价值评估法,计算分析了水源区生态补偿标准及受水区各省份之间补偿资金的分摊比例。结果表明:(1)水源区2016年生态系统服务总价值为4260.64亿元,比2012年减少了63.57亿元,比2014年增加了9.16亿元;(2)水源区应得到的生态补偿资金为149.2亿元,而受水区愿意支付的生态补偿资金为84.73亿元,国家每年通过一般性中央财政转移支付给水源区约18亿元,但仍有46亿元的生态补偿资金缺口;(3)采用离差平方法确定了河南、河北、天津和北京4省份每年应承担的生态补偿资金分别为26.91亿元、22.20亿元、14.66亿元和20.96亿元。 Establishing a complete ecological compensation mechanism is the key to ensure long-term and effective operation of the Middle Route of the South–North Water Transfer Project.The most important thing is to calculate the ecological compensation standard and distribution method reasonably and effectively.Based on the change of land use type in the water source area from 2012 to 2016,the ecological compensation standard of the water source area and the allocation ratio of compensation funds among the provinces of water-receiving area were calculated and analyzed by using the measure method of ecosystem services function value.The results show that:(1)In water source areas,the total value of ecosystem services in 2016 is 426.064 billion CNY,which is 6.357 billion CNY less than that in 2012 and 916 million CNY more than that in 2014.(2)The ecological compensation fund should be 14.92 billion CNY,while the water-receiving area is willing to pay is 8.473 billion CNY.The state transfers about 1.8 billion CNY to the water source area every year through the general central finance,but there is still a gap of 4.6 billion CNY in the ecological compensation fund;(3)The deviation square method was used to determine that Henan,Hebei,Tianjin and Beijing each year should undertake ecological compensation funds of 2.691 billion,2.22 billion,1.466 billion and 2.096 billion CNY respectively.
