摘要
旨在探析美军在联合作战计划制定方面的新理念、新做法,为我军联合作战计划制定机制建设提供参考。总结近年来美军联合作战计划适应性改革方面的文献,分析了改革的缘起,梳理了规范战略指导、引入过程中审查机制、施行跨部门合作机制、改革作业成果、明确评估机制以及应用高技术手段等6个方面的主要改革举措,介绍了改革后美军现行联合作战计划制定体系。通过分析此次改革,从作业流程、协作机制、高技术支撑等3个方面提出对我军制定联合作战计划的启示。
In order to analyze the new ideas and new practices of U.S.Armed Forces in the joint operation planning.By summarizing the literatures on the adaptive reform in recent years,the origin of the reform is analyzed,the main reform measures in six aspects including strategic guidance,in-process review,inter-organizational planning and coordination,planning products,operational assessment,and application of high-tech are sorted out.The current APEX enterprise of the U.S.Armed Forces' joint operational planning is introduced.Based on this,from the planning process,coordination mode and high-tech supported,three recommendations are made.
