摘要
文章首先梳理了农村留用地的基本概念和主要管理模式,提出利用留用地建设集体租赁住房,并对其必要性和可行性进行分析。在此基础上,以厦门市为例,采用典型案例分析方式,介绍留用地建设集体租赁住房面临的"地从哪来""钱从哪来""怎么管"等问题,为相关工作开展提供有益借鉴。最后,文章分析指出了目前留用地建集体租赁租房在政策法规、融资支持、经营管理等方面存在的主要问题,并提出了有针对性的政策建议。
The article firstly untangles the basic concepts and main management modes of rural retained land, and then the necessity and feasibility of using retained land to build collective rental housing is analyzed. On this basis, taking Xiamen City as an example, we introduce the issues of "where dose the land come from", "where does the money come from" and "how to manage" by using typical case analysis methods to providing useful exploration and reference for the construction of collective rental housing with rural retained land. Finally, the article analyzes the main problems in the current construction of collective rental housing in terms of policies and regulations, financing support, operation and management, and puts forward targeted policy recommendations.
