摘要
培育新型职业农民是实现乡村振兴的重要人力资本保障。自2017年党的十九大提出乡村振兴战略以来,新型职业农民培育的重要性已提升到一个全新的高度,但新时代新型职业农民应该具备怎样的素质,仍有待进一步的探究。在德尔菲法专家调查的基础上,构建了包括5个一级指标、18个二级指标的新型职业农民素质模型,并利用AHP法计算了各指标权重,研究结果表明:一级指标及权重分别为经营维(0.4374)、素质维(0.1619)、知识维(0.1501)、技能维(0.1436)和特质维(0.1170),且一级二级指标均通过一致性检验。该模型可为乡村振兴中新型职业农民培育与认证以及农村人力资本开发提供指导,为今后相关研究奠定基础。
Cultivating new-type professional farmers is an important human capital guarantee for rural rejuvenation. Since the Party’s 19 th National Congress proposed the strategy for rural revitalization in 2017, the importance of cultivating new professional farmers has risen to a whole new level, but what qualities the new professional farmers should possess in the new era need to be further explored. Based on the Delphi method expert survey, a new professional farmer quality model including 5 first-level indicators and 18 second-level indicators was constructed, and the weights of each indicator were calculated using the AHP method. The research results show that: first-level indicators and weights are the operation dimension(0.4374), the quality dimension(0.1619), the knowledge dimension(0.1501), the skill dimension(0.1436), and the trait dimension(0.1170), and the first-level and second-level indicators have passed the consistency test. This model can provide guidance for the cultivation and certification of new professional farmers in rural revitalization and the development of rural human capital, and lay the foundation for future related research。
