摘要
为更好地保障公民的知情权和规范对政府投资决策行为的监督,进一步实现财政民主的目标,依据人民主权理论和公共治理理论,分析了政府投资决策中公众参与的相关实践,发现目前公众参与存在信息获取不充分和信息表达形式化等问题。基于此,为更好地保障公众的有效参与,最重要的是实现政府投资决策由封闭式治理模式向开放参与式治理模式的转变。
The principle of fiscal democracy is one of the important principles in the government’s financial work. It should be implemented. The public participate in government investment decision which is the important content of fiscal democratic principle. It have a lot of benefits, such as it can be better realize fiscal democracy,protect citizens’ right to know and regulate the supervision of government investment decisions. However, there are many problems in practice, such as information asymmetry, unitary participation and insufficient participation. The main reasons are the lack of legal basis and the dislocation of government investment decision-making power. To better safeguard the public participation and achieve the goal of fiscal democracy,the most important thing is to realize the government investment decisions by closed authoritarian governance mode to open negotiations participatory governance mode. In particular. Some law and regulations and supporting measures which is related to the public participate should be perfect, such as the government information disclosure system should be improved, and on this basis, the government response system should be established and special legislation on government investment decision-making should be accelerated etc.
