摘要
政府角色的重新定位是教育管办评分离的关键所在。新时代教育治理的趋势和要求,是政府角色定位的支点和标杆,决定着教育管办评分离条件下政府角色行为的目标和重点。面对新旧交织、新老叠加的教育治理转型特点,政府作为管办评分离的核心行动者,应当适应"新常态"、形塑"新角色"--紧扣服务导向,构建服务型政府;致力职能重构,变"划桨"为"掌舵";聚焦权责运行,凸显行业监管;扮演四个角色,强化"元治理"作用。
In the separation between education administration, schooling and evaluation, the re-positioning of government role is the crucial point. The trend and requirement of the new-era education governance is in turn the fulcrum and guidance of the government role positioning. Confronted with the transformational characteristics of the education governance, the government, as the core actor of the administration-schooling-evaluation separation, should adapt to the "new normal" and take on its "new role" by constructing a service-oriented, "helm-taking" and supervising government and by strengthening its function of "meta-governance" through its four roles.
