摘要
2019年6月27日,宁夏中卫市沙坡头区一生猪屠宰场报告发现1例ASF病例。疫情发生后,自治区、市、沙坡头区有关部门分别成立应急处置领导小组,对此疫情开展应急处置。划定屠宰场和关联养猪场周边3 km为疫区,对其实施封锁;疫区设置临时检查消毒站点,安排人员巡查和值守;关闭生猪屠宰场和仔猪市场,停止生猪流通和产地检疫出证。采取"拔点灭源"处置措施,扑杀疫点染疫、疑似染疫及易感动物,对病原可能污染的场所、物品等进行消毒或无害化处理;同时加强疫区内生猪养殖场户生物安全管理和疫情排查监测。生猪运输至掩埋场后对其进行电击扑杀并无害化处理。为加大疫情排查力度,着重对疫区、受威胁区开展疫情排查,同时排查临近区域及有生猪贸易地区的疫情风险。在各部门的相互配合下,此次疫情得到了有效控制,未发生疫情扩散。本次疫情处置提示,检测诊断要严谨、紧急流调要严密、疫情处置要严肃、疫情排查要严实。本次疫情的处置经验对全国其他非洲猪瘟的应急处置具有参考意义。
On June 27,2019,a case of African swine fever(ASF)was reported in a pig slaughterhouse in Shapotou District of Zhongwei City,Ningxia Hui Autonomous Region. Immediately,emergency response teams were respectively organized by relevent departments at all levels(autonomous region,city and district)to response to the epidemic. The affected zones 3 km around the slaughterhouses and relevant farms were defined and blocked,where temporary inspection and disinfection stations were established and personnel was assigned to patrol and watch over;the slaughterhouses and piglet markets were closed,movement of live pigs and issuing of certificates for inspection and quarantine at the place of origin were stopped. Meanwhile,the disposal measures of"pulling out the disease and eliminating its sources"were carried out,including culling the infected,likely suspected and susceptible animals in the affected spot,the premises and materials that might be polluted by pathogens were disinfected or disposed innocuously,and biosafety management and investigation and monitoring were strengthened in swine farms/households in the affected zones. Live pigs were transported to landfills for killing by electric shock and bio-safety disposal was done. The outbreak was further investigated and screened mainly in affected and threatened zones,as well as their adjacent areas and regions where live pigs were traded. The outbreak was effectively controlled with no any spreading under mutual cooperation among all departments. In addition,it was indicated that,based on the experiences from the outbreak,rigorous testing and diagnosis,strict emergency investigation,serious disposal of any outbreak should be guaranteed. In conclusion,some guidance of ASF disposal was provided for other regions.
