摘要
[目的/意义]城市安全是智慧城市建设的重要议题之一。在智慧城市背景下,亟待实现智慧城市安全管理。安全情报作为实现智慧安全管理的基础和助推器,开展情报主导的智慧城市安全管理研究具有十分重要的理论与现实意义。[方法/过程]首先,分析安全情报视域下的城市安全管理。其次,构建情报主导的智慧城市安全管理模型,并诠释其内涵。最后,提出情报主导的智慧城市安全管理体系。[结果/结论]结果表明,安全情报视域下的城市安全管理的本质是基于安全情报的管理活动,情报主导的城市安全管理是实现智慧城市安全管理的基本方法与工具,情报主导的智慧城市安全管理体系是实现智慧城市安全管理的基础和保障。
[Purpose/Significance]City safety&security is an important issue for smart city construction,and smart city safety&security management(SM)needs to be realized urgently under the background of smart city.Because safety&security-related intelligence(SI)is a foundation and booster for intelligent SM,it is of great theoretical and practical significance to carry out a study on intelligence-led smart city SM.[Method/Process]Firstly,this paper analyses city SM from the perspective of SI.Secondly,it constructs an intelligence-led model for smart city SM,and explains its connotation.Finally,it proposes an intelligence-led system for smart city SM.[Result/Conclusion]The results show that the essence of city SM from the perspective of SI is the SM activities based on SI.The intelligence-led city SM is a basic approach and tool for realizing smart city SM.Moreover,the intelligence-led system for smart city SM is a foundation and guarantee for smart city SM.
