摘要
地方政府债务风险化解是防范化解重大风险攻坚战的重要环节,识别、量化地方政府债务风险是做好风险化解工作的前提。本文从地方性债务的现状出发,对全国31个省级区域,27个省会城市,5个计划单列市和223家地级市的地方政府性债务负担进行了统计评价,在此基础上构建了地方政府信用评分模型,并对地方政府的信用资质进行了排序,为衡量地方政府对地方融资平台和地方国有企业的支持能力和信用评级提供有益参考。
The risk reduction of local government debts is an important part of preventing and resolving major risks.Identifying and quantifying the risk of local government debts is the premise of risk reduction.In this paper,the present situation of local debts of 31 provincial areas,27 provincial capitals,5 cities under separate state planning and 223 prefectual-level cities was evaluated,the local government credit score model is constructed,and the rating of local government credit qualification is presented,which can serve as a strong supplement to the credit rating of the local financing platform and local state-owned enterprises.
