复合系统视角下我国医疗——医保系统发展协同性分析 被引量:7

Analysis of the Development Synergy of China’s Medical Service Supply-social Health Insurance Systems from the Perspective of Complex System

摘要 目的分析我国医疗-医保系统发展的协同性。方法以复合系统理论为框架,在建立评价医疗系统和医保系统评价指标体系的基础上,构建医疗-医保复合系统协同度模型,测算1996-2015年医疗、医保系统的有序度及医疗-医保复合系统的协同度。结果总体上,医疗、医保两个系统的发展是割裂的,协同度长期处于-0.07~0.12的低水平状态。结论政府应以医疗-医保系统协同性评价为基础,建立起整合型卫生投入模式和医疗-医保统筹管理机制。 Objective To evaluate the synergy degree of medical service supply-social health insurance complex system.Methods Constructing a medical service supply-social health insurance complex system and evaluation index system.Based on fitting panel data,the study estimated the order degrees of medical service system and social health insurance system,and the synergy degree of medical service supply-social health insurance complex system.Results Generally,the development of medical service supply and social health insurance systems was fragmented.Synergy degree of medical service supply-social health insurance complex system was in the low level of -0.07~0.12.Conclusion The study suggested that the government should establish an integrated investment model and an overall management mechanism based on the synergy dgree of medical service supply-social health insurance complex system.
