摘要
根据乡村振兴战略中对于农村人居环境的基本要求,分析吕梁市柳林县农村人居环境治理的现状。柳林县在整治饮用水、绿化和村容村貌方面取得了很大进展,这都得益于县政府统筹规划、挖掘文化底蕴和强化监督。但煤炭污染、生活垃圾和生产垃圾处理方式粗放仍是困扰美丽乡村建设的难题,究其原因,主要是农村环保教育宣传力度不够、农业科技含量过低、缺乏严格的法律和监管体系、农村环保资金投入过少。因此,要加强环境保护的宣传与教育、创新农村人才引进方式、建立科学规范的监管体系、拓宽环境整治的融资渠道,以此来推动柳林县农村人居环境保护和治理。
According to the basic requirements of rural living environment in rural revitalization strategy, analyze the current situation of rural living environment governance in Liulin county, Lvliang city. Liulin county has made great progress in the improvement of drinking water, greening and village appearance, thanks to the overall planning of the county government, the excavation of cultural deposits and the strengthening of supervision. However, coal pollution, household waste and production waste are still the problem of the construction of beautiful countryside. The main reasons are the weak awareness of ecological and environmental protection of rural residents, the low content of agricultural science and technology, the lack of rural environmental protection facilities and the lack of scientific planning and management. Therefore, we should cultivate environmental awareness and ecological concept. Attaching importance to human resources and strengthening scientific and technological innovation;Strengthen top-level design, standardize the supervision system;Expand financing channels and improve infrastructure to promote the protection and governance of rural living environment in liulin county.
