摘要
近年来,天津市通过设立知识产权专项资金为全市各类创新主体开展科技创新和知识产权保护提供了积极的引导。以天津市2018年年度知识产权专项资金使用情况为依据,从项目资助、费用补贴和各类赛事等方面介绍了知识产权专项经费在知识产权创造、知识产权运用、专利保护和战略研究层面取得的一系列成果。通过重点项目资助、费用补贴、专利奖奖励3种资助形式,形成引导效应,进一步激发了全市创新主体知识产权创造、保护和运用热情,全市创新主体创造、保护、运用和管理知识产权的能力得到显著增强;通过市区两级费用补贴的合力,有效降低了全市创新主体知识产权创造和维持的成本,全市尊重创新、保护创新的社会氛围愈发浓厚,创新创业的营商环境得到进一步优化。
In recent years,through the establishment of special funds for intellectual property,a lot of positive guidance for all kinds of innovation subjects have been carried out to promote the scientific and technological innovation and the protection of intellectual property in Tianjin.Based on the use of 2018 annual special funds for intellectual property in Tianjin,a series of achievements made by the special funds for intellectual property in terms of intellectual property creation,intellectual property use,patent protection and strategic research are introduced from the aspects of project funding,cost subsidies and various events.Through the three types of funding,including key project funding,cost subsidies and patent awards,the guiding effect was formed,which further stimulates the enthusiasm for the creation,protection and use of intellectual property of innovation subjects in the city.Besides,the capacity of innovation subjects to create,protect,use and manage intellectual property has been significantly enhanced.Through the joint efforts of city-district two-level cost subsidy,the cost of creating and maintaining intellectual property of innovation subjects in the total city has been effectively reduced.The social atmosphere of respecting innovation and protecting innovation in the total city has become stronger and stronger,and the business environment of innovation and entrepreneurship has been further optimized.
