摘要
网络舆情的信息收集与数据析出因其舆情监测功能而具有特定价值。从海量网络信息中采集有价值的舆情信息并析出信息数据价值,以供舆情监测及服务之用,是公共机构及其决策者进行决策及社会治理的主旨目标。然而,网络舆情的价值取向本是多维的、掺杂在网络舆情中的社会思潮亦是多元的,这导致蕴藏于网络社会思潮中的各类价值会发挥多重社会功能。因而,应选择网络舆情信息的正面价值并引导发挥其积极社会功能。
The information collection and data analysis of network public opinions possess special values because of its monitoring function.The main objects of public institutions and decision-makers in the process of decision-making and social governance are to collect valuable public opinions from massive network information and to separate out the valuable information data for monitoring and serving.However,the value orientation of network public opinions is multi-dimensional,and so is the social trend of though mixed in the network public opinions,which leads to multiple social functions played by various values contained in the network social trend of thought.Therefore,it is necessary to choose the positive value of network public opinion information and bring its positive social function into play.
