摘要
认证认可是“一带一路”建设的重点领域。目前来看,沿线国家和地区间的认证认可制度性障碍已成为制约“一带一路”互认格局形成和双边认证认可深入合作的主要短板,并间接地影响到贸易便利化和双边质量治理。文章从理论研究视角出发,通过实地调研、文献资料采集等手段,对“一带一路”沿线国家认证认可制度的发展状况进行了系统梳理。在回顾“一带一路”认证认可建设情况的基础上,重点介绍了中国、泰国、越南、印度尼西亚、俄罗斯、印度、土耳其、哈萨克斯坦和波兰等“一带一路”沿线国家和地区的认证认可制度体系和发展模式。采用案例分析与定性分析相结合的方法,对样本国家的认证认可制度发展脉络、产品认证制度、组织结构等问题进行系统阐述,以期为消除“一带一路”认证认可制度性障碍,推进双边互认、服务贸易便利化和加深双边企业合作提供理论支撑和参考。
Certification and accreditation are the key area of“the Belt and the Road”construction.At present,the institutional barri⁃ers to certification and accreditation among countries and regions along the route have become the main shortcomings that constrain the for⁃mation of the“the Belt and the Road”mutual recognition pattern and the bilateral certification and in-depth cooperation,and indirectly affect trade facilitation and bilateral quality governance.From theoretical perspective in the paper,the development status of the certifica⁃tion and accreditation system is reviewed along the“the Belt and the Road”through the methods of field investigation and references col⁃lection.On the basis of reviewing the construction of certification and accreditation along“the Belt and the Road”,the certification and accreditation system and development mode of key countries along“the Belt and the Road”are mainly introduced,including China,Thai⁃land,Vietnam,Indonesia,Russia,India,Turkey,Kazakhstan and Poland.With the method of case analysis and qualitative analysis,the development thread,product certification and organizational structure of sample countries’certification and accreditation system are systematically explained,so as to provide theoretical support and reference for alleviating institutional barriers along“the Belt and the Road”certification and accreditation,promoting bilateral mutual recognition,servicing trade facilitation and deepening bilateral business cooperation.
