摘要
文化治理现代化是新时期特色小城镇高质量发展最深层次的推动力量。特色小城镇的文化治理是通过治理主体的多元化、治理过程的协同化和治理系统的反馈优化,挖掘特色小城镇文化资源、提炼文化价值、打造文化特色的综合治理系统。特色小城镇的文化治理体系由主体系统、运行系统和协调系统等内容构成,是文化治理的结构支撑;特色小城镇的文化治理能力包括制度建构能力、制度改革能力和创新发展能力等,是文化治理的力量保障。整合互动特色小城镇文化治理体系与治理能力,共同融入文化治理主体、治理目标、治理手段、治理绩效等环节,是以文化治理为核心引领特色小城镇高质量发展的具体路径。
The modernization with cultural governance is one of the deepest driving forces of high-quality development of featured small towns in the new era.The cultural governance of these towns involves excavating cultural resources,refining cultural values and building a comprehensive management system,which is embodied in the diversification of governance bodies,the synergy of governance process and the optimization of governance system with feedback.The cultural governance system,a structural support,is made up of the main-body system,the operation system and the coordination system.The capability of cultural governance,a force security,consists of institutional construction capacity,the reform competence and the innovation and development ability.In the aspects of subjects,objectives,means and performance of cultural governance,integrating cultural governance systems with cultural governance capabilities is a path to lead the high-quality development of featured small towns by means of cultural governance.
