摘要
农村基层防汛预报预警体系建设的必要性体现在维护人民群众的生命及财产安全,应对突发性防汛防旱形势,促进水利信息化建设,补齐防洪排涝非工程的短板。通过阐述农村基层防汛预报预警体系的建设任务,探讨了农村基层防汛预报预警体系的建设与运行管理等相关内容。
The necessity of the construction of the rural grass-roots flood prevention and early warning system reflects in maintaining the safety of people’s life and property, responding to the sudden flood and drought situation, promoting the construction of water conservancy information, and making up for the non engineering shortcomings of flood control and drainage. It expounds the construction tasks of the rural grass-roots flood prevention and early warning system, and probes into the construction, operation and management of the rural grass-roots flood prevention and early warning system.
