摘要
基于对公共资源开发利益主体多元、生态影响复杂的基本认识,从生态优先视角对水电能源开发的多利益主体合作博弈机理进行解构,修订和重构了基于生态优先的合作博弈增量收益分配方法。实例研究表明:第一,由于不同利益主体地位的非对称性和公共资源开发的外部性,公共资源开发多利益主体的合作博弈可能导致对弱势群体利益的侵害,形成合作博弈“陷阱”;第二,考虑生态优先和生态补偿重构合作博弈的Shapley值法,能够有效解决合作博弈“陷阱”,特别是对弱势群体的利益改进明显。研究揭示了兼顾生态影响和生态补偿条件下,水电资源开发各合作主体间存在最佳收益均衡点,为水电资源的可持续开发利用提供了可供借鉴的思路和科学依据。
The cooperation and sharing of multiple stakeholders in the development of public resources is an important guarantee to improve the efficiency of resource development and utilization.Based on the understanding of the diversity of stakeholders and the complexity of ecological impact in the development of public resources,this paper deconstructs the cooperative game mechanism of multiple stakeholders in the development of hydropower energy from the perspective of ecological priority,and reconstructs the incremental allocation method of cooperative game based on ecological priority.It is verified that due to the status asymmetry between different stakeholders and the externality of public resource development,multiple stakeholders’cooperative game in the process of public resource development may infringe the interests of vulnerable groups,forming a“trap”of cooperative game.And the method of Shapley value reconstructed on the basis of ecological priority and compensation can effectively solve the“trap”of cooperative game and protect the interests of vulnerable groups.Under the condition of considering the ecological impact and compensation,the research on the equilibrium point of the best income of each cooperative subject of hydropower resources development provides a reference for the sustainable development and utilization of hydropower resources.
