摘要
排污许可证制度是控制污染物排放总量的一种有效制度,是固定污染源环境管理的核心制度,在生态文明建设和打好污染防治攻坚战当中肩负着越来越重要的使命。本文在浅析排污许可证制度推进背景的基础上,结合其在实际执行中存在的主要问题,重点围绕排污许可证应配套的管理政策与支撑技术进行分析与探讨,从而提出相应完善的建议,以期推动排污许可证制度的落实和完善。
The pollutant discharge permit system is an effective system to control the total amount of pollutants discharged, and is the core system for the environmental management of fixed pollution sources. It shoulders an increasingly important mission in the construction of ecological civilization and the fight against pollution prevention. Based on the background of the promotion of the pollutant discharge permit system, combined with the main problems in the actual implementation, this study focused on the analysis and discussion of the management policies and supporting technologies that should be supported by the pollutant discharge permit, so as to put forward corresponding suggestions, in order to promote the implementation and improvement of the sewage permit system.
