摘要
清末,借债筑路下的购地运作牵涉内外诸多力量。正太铁路是在铁路总公司主持下向华俄道胜银行借款修筑而成,其购地运作呈现多种利益交错的面相。山西巡抚张曾敭、督办铁路大臣盛宣怀、洋工程司等围绕购地事权、给价标准、发价与开工的顺序等问题展开博弈。经飞电函商,各方在互有妥协中达成共识,即在晋省参与下,铁路公司成功委派购地委员,实行参考旧章与检验红契相结合的给价标准,先开工、后发价,最终顺利完成购地工作。这一复杂过程呈现出正太铁路购地活动遭受内外势力干预的实态,也折射出清末借债筑路中地方利益、国家利益和民族利益交织的复杂面相。
In the late Qing Dynasty,the land acquisition operations of railway construction with the help of foreign loans involved many internal and external forces.The Zhengtai Railway was built under the auspices of the Railway Corporation by borrowing money from Russo-Chinese Bank.The operation of land acquisitions showed complex intersection of interests.Shanxi governor Zhang Zengyang,minister of railway supervision Sheng Xuanhuai and foreign Engineers launched the game with each other on land acquisition rights,pricing standards,the order of payment and start-up and other problems.Finally,they reached some consensus in compromise through negotiation in letters.With the participation of Shanxi Province,the railway company successfully appointed land-purchasing personnel,implemented the pricing standard combining the reference of the old regulations with the inspection of the red title deed,took the initiative of starting construction first and paid the money later,and successfully completed the land-purchasing work at last.All in all,this complicated process shows the realities that the land acquisition activities of Zhengtai Railway have been interfered by internal and external forces.At the same time,it also reflects the complex situation of local interests,interests of the central government,national interests intertwined in the construction of railways with foreign loans in the late Qing Dynasty.
