摘要
随着中国特色社会主义民主政治的发展,协商民主的重要性日益凸显。发展中国特色社会主义协商民主,是理论界和实务界的普遍共识。中国社会主义协商民主的逻辑基础涵盖了传统中国的"协商"理念和实践、毛泽东关于群众路线理论和统一战线主张、"三三制"政权和政治协商会议政治制度。20世纪后半叶以来兴起的西方协商民主理论也为中国的协商民主理论的兴起起到了推动作用。在社会主义协商民主的实践路径中,我国已经逐步建立起了包括政党协商、政府协商、政协协商、人大协商等不同层次协商制度。本文分为三个部分:第一部分从历史维度来分析协商民主理论与实践在中国厚重历史中的存在;第二部分强调协商民主的社会主义性质及协商民主建设的制度路径;第三部分是对社会主义协商民主未来发展的展望。
Developing socialist consultative democracy is an effective way to realize people’s democracy.The logical basis of China’s socialist consultative democracy includes the traditional Chinese concept and practice of "consultation", MAO zedong’s theory of mass line and united front, "three-three-system" political power and political consultative conference system and western consultative democracy theory. The development and improvement of China’s socialist deliberative democracy also has practical focus. In the path of socialist consultative democracy, China has established consultation systems at different levels, including consultation between political parties, governments, CPPCC, people’s congresses, grassroots governance and people’s organizations.This paper is divided into three parts: the first part analyzes the existence of the theory and practice of consultative democracy in Chinese history from the historical dimension;The second part emphasizes the socialist nature of consultative democracy and the institutional path of consultative democracy construction.The third part is the prospect of the future development of socialist consultative democracy.
