摘要
为贯彻落实党的十九大精神,推进能源生产和消费革命,加快构建清洁低碳、安全高效的能源体系,以东北、山西老工业基地转型发展为研究对象,剖析老工业基地能源经济社会发展现状及关键问题,从整体和部分的层次阐述了能源革命推动老工业基地转型发展的战略定位和战略目标,提出能源革命推动老工业基地能源转型发展的具体举措和政策建议,为推动老工业基地能源转型发展提供理论支撑和决策支持。
In order to implement the spirit of the 19 th National Congress of the Communist Party of China,promote the revolution of energy production and consumption,and accelerate the construction of a clean,low-carbon,safe and efficient energy system.Taking the old industrial bases in Northeast China and Shanxi Province as the research object,the current situation and key issues of the energy,economic and social development were analyzed.From the overall and partial levels,the strategic positioning and strategic objectives of the energy revolution to promote the transformation and development of the old industrial base were expounded,the specific measures and policy suggestions of the energy revolution to promote the transformation and development of the old industrial base were proposed,which provided theoretical support and decision-making support for promoting the transformation and development of the old industrial base.
