摘要
为了揭示服务业开放对一国制造业产业全球价值链高端攀升的作用机理,本文提出了服务业开放、低端锁定与制造业技术创新能力三者之间关系的假设。基于2008-2017年服务业开放、低端锁定及制造业技术创新能力的面板数据,针对服务业开放对技术创新能力提升的作用及低端锁定的调节效应进行了实证检验。结果表明:服务业开放提升了制造业技术创新能力,并且低端锁定程度负向调节服务业开放对于制造业技术创新能力的促进作用。基于实证检验的结果,本文提出有助于服务业开放程度提升和制造业企业突破低端锁定的对策建议:政府应该积极推动服务业对外开放,企业自身应该"走出去"并实现价值链突破。
In order to reveal the mechanism of the opening-up of the service industry to the high-end of the global value chain of a country’s manufacturing industry,this paper puts forward the hypothesis of the relationship among service industry opening-up,low-end locking and manufacturing technology innovation capability.Based on the panel data of service industry opening-up,low-end locking and manufacturing technology innovation capability from 2008 to 2017,the role of service industry opening-up to the improvement of technological innovation capability and the adjustment effect of low-end locking have been empirically tested.The results show that the opening-up of the service industry has improved the technological innovation capability of the manufacturing industry,and the low-end locking degree negatively regulates the openingup of the service industry to promote the technological innovation capability of the manufacturing industry.Based on the results of empirical tests,this paper proposes countermeasures that contribute to the improvement of the opening-up of the service industry and the breakthrough of low-end manufacturing enterprises:the government should actively promote the opening-up of the service industry,and the company itself should"go global"and achieve value chain breakthroughs.
