摘要
引入演化博弈分析框架,设计不同共生情景及结合典型案例探讨农村环境治理PPP模式中多方共生需满足的条件。研究发现:PPP模式并非治理利器,而依赖政府的有效治理,特别是政府监管对农村环境治理PPP模式的多元主体共生至关重要。其中三方共生需以政府有效监管、降低社会资本守约成本和让村民受益等条件为基础,通过惩罚机制可减少政府和社会资本违约行为,系统将锁定三方共生;在缺乏有效监管情形下三方共生局面恒不成立;村民介入主要取决于其参与的净收益,与政府额外奖赏无关。基于此,提出以有效监管为重点提高政府治理能力,以受益为核心发挥村民主体作用等政策建议。
Aiming at the PPP modelin rural environmental governance,this paper constructs the evolutionary game analysis framework of the three-party subject,analyzes its behavior strategy based on symbiotic logic,and makes empirical analysis in combination with typical cases.The results show that PPP model is not effective as expected,but the efficient governance,typically the government regulation is crucial to the PPP model of rural environmental governance.The symbiotic logic should be based on effective government regulation,reduction of cost for the social capital in contract compliance and benefiting the villagers,etc.The working of punishment mechanism could reduce the occurrence of non-compliance on part of governmetn and social capital,thus making the symbiotic logic possible.If there is a lack of effective supervision,symbiotic logic would never exist.The key to the participation of villagers lies in their net gain other than the additional bonus from the government.Accordingly,it is proposed to improve the governance capacity,motivate the villagers’initiative.
