供给侧改革视阈下网络教育质量提升路径研究 被引量:17

摘要 网络教育在贯彻终身教育理念、构建学习型社会等方面发挥着重要作用。该研究通过文献梳理,并结合我国网络教育运行实际,首先分析了教育新常态下网络教育的新特征;同时指出,网络教育发展面临诸多问题,主要表现在:网络教育供给制度设计落后于新时代教育的发展,网络教育品牌价值的社会认可度不高,优质资源供给满足不了学习者需求,网络学习新生态环境尚未构建。这些问题严重制约了网络教育高质量发展。为此,该文从教育供给侧改革的视角出发,提出了网络教育质量提升的实施路径:树立质量至上的发展理念,服务高质量的学习需求;重塑网络教育品牌形象,提升网络教育的含金量;改革网络教育供给制度,增强教育供给质量和效能;开发开放优质课程资源,增加教育资源有效供给;重构网络学习生态环境,提高学习支助服务品质。 Online education plays an important role in implementing the concept of lifelong education and building a learning society.This study combs the literature and combines the actual operation of online education in China.Firstly,it analyses the new characteristics of online education under the new normal condition of education;At the same time,it points out that there are many problems in the development of online education.The main manifestations are:the design of online education supply system lags behind the development of education in the new era,the social recognition of the brand value of online education is not high,the supply of high-quality resources can not meet the needs of learners,and the new ecological environment of online learning has not yet been constructed.These problems seriously restrict the high-quality development of online education.Therefore,from the perspective of education supply-side reform,this paper puts forward the implementation path of improving the quality of online education:establishing the development concept of quality first,serving high-quality learning needs;remolding the brand image of online education,enhancing the gold content of online education;reforming the supply system of online education,enhancing the quality and efficiency of education supply;developing and opening up high-quality curriculum resources,increasing the gold content of online education.We should increase the effective supply of educational resources,reconstruct the ecological environment of online learning and improve the quality of learning support services.
