摘要
以2004—2019年16份中央一号文件为考察文本,系统分析了21世纪以来我国乡村治理产生的背景、历史演进路径以及主要内涵。依据不同时期我国“三农”战略目标的转换,将乡村治理划分为农业税费改革、城乡统筹、农业现代化建设、乡村振兴等4个阶段,其主要内容涉及治理主体、领导力量、治理基础、治理机制以及治理体系等五大方面。乡村治理目的主要以保障农民合法权益为基础,以激发农民生产积极性为主线,以构建新型乡村治理格局为落脚点,有效地保障了广大农民群众的合法权益,确保了乡村社会的长治久安。
Based on the 16 copies of No.1 Documents of the central government from 2004 to 2019,this paper systematically analyzes the background,historical evolution path and main connotation of rural governance in China since the 21st century.According to the transformation of the strategic objectives of"agriculture,rural areas and farmers"in different periods,the rural governance can be divided into four stages:the reform of agricultural taxes and fees,the overall planning of urban and rural areas,construction of agricultural modernization and rural revitalization.The main contents of the four stages include the governance subject,leadership,management foundation,governance mechanism and system.The main purpose of rural governance is to protect the legitimate rights and interests of farmers,to stimulate the enthusiasm of farmers′production as the main line,to build a new rural governance pattern,to effectively protect the legitimate rights and interests of farmers and ensure the long-term stability of rural society.
