摘要
防范和控制国有资产流失是当前高校国有资产管理的重要任务.为探索保障、延长国有资产的生命周期、减少国有资产流失的管理模式和科学体系,文章从货币资产、固定资产、无形资产三个方面分析高校国有资产流失现状及成因,在此基础上提出高校国有资产管理机制建构涉及的规范制度、人员素质、专业队伍、合理配置、有效利用、有偿使用和监督管理等方面内容,构建高校国有资产流失防控体系,从而促进国有资产的安全与完整,实现国有资产保值增值有实际意义.
Effective prevention and control of the loss of state-owned assets is one of the key responsibility in college and university management.To explore the management mode and scientific system of guaranteeing,prolonging the life cycle of state-owned assets and reducing its loss,this article analyzed the current situation and causes of the loss of state-owned assets in colleges and universities from the aspects of monetary assets,fixed assets and intangible assets,and suggested a new management mode of prevention and control measures involved in the construction of the management mechanism of the state-owned assets in colleges and universities from the perspective of normative management system,staff quality,professional team,rational assets allocation,effective utilization,paid usage and supervision.This new management mode will effectively promote the assets safety,assets integrity,assets value and assets appreciation of university state-owned assets.
