摘要
当前人类处在"类生存"状态中,对安全的关切也需要上升到以人的安全为维护核心的"类安全"高度。审视人类所面临的安全危机,既有传统安全威胁,又有非传统安全威胁。核安全问题恰是集两类安全威胁于一体的特殊安全种类,已成为人类最紧迫和重大的安全威胁之一。从非传统安全研究和管理的视角看,为了应对日益凸显的核安全威胁,中国秉持以"共享安全"观为指导的核安全维护理念,并且提出打造"核安全命运共同体"的构想。中国的核安全维护理念和实践与国际核安全机制有着高度契合性,通过国内监管与国际合作两方面的努力取得了良好的成果。展望未来,非传统安全领域的核安全威胁仍然严峻,中国可以寻求与国际社会共同努力推进"核安全命运共同体"的构建。
Nowadays our human beings are in the status of"species survival",which pushes us to promote our security concern to"species security"with maintaining human security as its core.Human beings are facing with traditional and non-traditional security threats at the same time.Nuclear security threat is one of the most urgent and serious threats both traditional and non-traditional.In this thesis,the authors interpret the concept of nuclear security mainly from the perspectives of nontraditional security study and management.In order to cope with the increasingly prominent nuclear security threats,China adheres to notion of nuclear security guided by the idea of"shared security"and advocates the construction of a"Community of Shared Future in Nuclear Security".The philosophy and practices of China on maintaining nuclear security have many things in common with the international nuclear security regime.China has gotten prominent achievement in domestic control and international cooperation on nuclear security.In the future,nuclear security threats in non-traditional security fields will still be urgent to human beings for which China can seek for intensive international cooperation on the construction of Community of Shared Future on Nuclear Security.
