提升重污染天气时环境互济效益的多区域电网协调策略 被引量:4

Multi-Regional Power Grid Coordination Strategy for Promoting Mutual Environmental Benefit During Heavy Pollution Weather

摘要 我国正在大力推行的可再生能源电力配额制和环保税政策属于长期静态指标考核机制。面对加强人口聚集地重污染天气应对的新要求,尚缺乏能与之相配合、驱动电力系统精细化动态减排的短期激励措施。为此,该文研究面向重污染天气治理的多区域电网互济策略。首先,提出重污染天气时的环境效益计算方法,以差别化的绿色证书奖励系数激励风电等清洁电能替代;其次,考虑大气污染物扩散条件和地区环境容量裕度的差异,以差别化的生态补偿机制激励燃煤机组以人口聚集地重污染天气空气质量改善为目标的减排行为。基于上述研究,建立了环境效益优化的区域电网电力调度模型和提升环境互济效益的多区域电网协调模型。算例表明,所提策略能够一定程度上缓解人口聚集地天气重污染状况并促进清洁能源消纳,可为电网调度提供简便易行的决策参考。 The emerging renewable portfolio standard and environmental protection tax are long-term static-index assess mechanisms in China. With new requirement of coping with the heavy pollution weather(HPW) in densely populated areas, suitable procedural incentive measures which can drive refined and dynamic emission reduction of power system are in need. Thus, multi-regional power grid mutual benefit strategy during HPW was studied. First, calculation method of environmental benefit(EB) of HPW was proposed, which used differentiated green certificate award coefficient to incent clean energy replacement(e.g. wind power). Then, considering different air pollutant dispersion condition and environmental capacity, differentiated eco-compensation was used to incent emission reduction of coal-fired units for improving densely populated area air quality during HPW. On this basis, the dispatch model optimizing regional EB and multi-regional grid coordination model increasing mutual EB were built. Case studies proved the effectiveness of the proposed strategy in remitting densely populated area HPW, promoting clean energy accommodation and offering convenient reference for power dispatch.
