摘要
目的为了更好地与地方医保系统对接,让军队医院顺利实行DRGs付费。方法以国际疾病分类(ICD-10和ICD-9-CM3)为标准,以信息化为支撑,规范填写内容,对某院病案首页填写存在的问题及主要做法进行分析。结果某院病案入组率达到100%,实现接口的有效对接,医疗工作效率有所提高。结论DRGs付费,能更好地发挥医疗保险对医疗服务供需双方的引导和控费作用,强化医保基金监管,进一步加强医疗机构服务能力,提高基金使用率。军队医院作为地方医疗保险定点机构,在新的发展形势下,只有开展DRGs付费,将来才能与地方公立医院同轨运行,才能不断提高卫勤保障能力和为民医疗保障能力。
Objective To have better connection with local medical insurance system and make the DRGs payment methods implemented smoothly in military hospitals.Methods Taking International Classification of Diseases(ICD-10 and ICD-9-CM3)as the standard,and informatization as the support,standardizing the content of homepage,we can analyze the problems and main methods during filling in the homepage of medical record in our hospital.Results The rate of admission of our hospital's medical records reached 100%,achieving effective interface abutment.The efficiency of medical work has been improved.Conclusion The payment of DRGs can better play the role of medical insurance in guiding and controlling the fees of both supply and requisition parties of medical services,strengthen the supervision of medical insurance funds,further enhance the service capacity of medical institutions,and improve the utilization rate of funds.Under the situation of the deep development of civil-military integration,only if the military hospitals,as a designated institution of local medical insurance,launch the payment of DRGs,can they run with local public hospitals on the same track in the future,so as to continuously improve the ability of medical support and medical security for the people.
