摘要
在产业链中判断谁是基础产业部门,一是看其所处的产业链位置,二是看其在产业链中的重要性。基础产业部门往往具有公共显示度较低、显著的报酬递增性、产业进入门槛高、发展的正外部性等特性。推进产业基础高级化进程必须摒弃静态比较优势理论,改用动态比较优势理论为指导。同时,充分发挥集中力量办大事的新型举国体制的制度优势和超大规模的市场优势,前者是发挥政府有为的作用,后者是发挥市场的基础性作用。推进基础产业高级化要重点抓住实施扶持政策的三个主要因素:产业中企业的行为及行为目标、产业扶持政策及其手段对这些行为的影响、产业扶持政策的福利效应评价。
The basic industry sector is determined by the position and its importance in the industrial chain. This sector often has the characteristics of low public display property,significantly increasing returns and high industrial entry barrier etc. To develop an advanced industrial foundation,instead of the static comparative advantage theory,we must use the dynamic comparative advantage theory as the guide. Fully utilizing the institutional advantages of the new national system,gathering strengths to deal with important matters is the function of the government,and fully utilizing the super-large-scale market advantage is the function of the market. To develop the advanced basic industry,we should focus on three main factors of the support policy: the behaviors and objectives of enterprises in the industry,the influence and the methods of the industrial support policy and their impacts on enterprise behaviors,and the evaluation of the welfare effect of industrial support policies.
